Saint-Ouen, October 9, 2025 – SPIE CityNetworks, the French subsidiary of SPIE, a leading independent European provider of multi-technical services in the energy and communications sectors, in partnership with the investor FLASH, has been selected by the Pyrénées-Atlantiques Energy Territory Syndicate to deploy the Oscéa 64 network. SPIE CityNetworks will install 658 charging points for electric vehicles in 138 municipalities across the department, thus reinforcing its commitment to low-carbon mobility at the local level.
A structuring project for electromobility in the Pyrénées-Atlantiques
With the aim of accelerating the development of electric mobility in the department, the Pyrénées-Atlantiques Energy Territory Syndicate, which comprises 546 municipalities, launched a public service delegation in the summer of 2024. The initiative aims to meet the needs of residents and the many tourists who visit the department each year by equipping the region with new charging points for electric vehicles.
Selected in August 2025, the consortium made up of SPIE CityNetworks and its financial partner FLASH will be responsible for deploying and operating 658 charging points throughout the department. The Oscéa 64 network will also integrate most of the 250 existing MobiVE charging points in the department, bringing the total number of accessible charging points to over 900.
SPIE CityNetworks will be involved across the entire value chain for the implementation of the Oscéa 64 network, from design to operation, including feasibility studies, installation, commissioning of new charging stations, upgrading of existing stations, and network maintenance through its local offices in Dax and Serres-Castet. Thanks to its partner FLASH, the company also enables the Pyrénées-Atlantiques Energy Territory Syndicate to finance the infrastructure without any investment on its part.
A deployment tailored to local needs
SPIE CityNetworks ensured that a public service was provided to all municipalities participating in this project, while also supplementing the master plan developed in 2023 with updated demographic, tourism, and daily traffic data for each territorial area. The Oscéa 64 network was also designed to complement areas already served by private operators.
The charging points will offer power outputs ranging from 22 kW to 300 kW to accommodate all use cases, such as fast charging on a main road or slower charging at a destination. The deployment program design incorporates medium- and long-term statistical models to account for changes in the vehicle fleet and user behavior.
The Oscéa 64 network, whose name pays homage to two local landmarks—the Pic du Midi d’Ossau, symbol of Béarn, and the Atlantic Ocean, the natural border of the Basque Country—will open in January 2026, with the first charging stations being put into service. The ambitious deployment plan proposed by SPIE CityNetworks anticipates the completion of the first phase of installation by 2028, and the network will be operational for 15 years.
